The Program Manager is an individual with attention to detail, who enjoys organizing, tracking, and reporting on the Digital Access for Connected Health Portfolio deliverables and budget. The Program Manager is responsible for supporting the portfolios vision to re-imagine our digital and virtual assets to create a better, more connected healthcare system, along with evolving and encouraging a citizen-centered, digital-first mindset within their teams. The Program Manager aims to support the team to enable the following team objectives:
  • Stakeholders understand and support ministry, Digital Excellence in Health and MOH operational requirements and activities.
  • Stakeholders understand and support the use, function and of digital assets and services; and the value proposition of digital offerings in enabling care and supporting business needs.
  • Employees understand how their work contributes to Ontario Healths broader organizational objectives
  • Digital Excellence in Health, regional staff, OHTs, and other Ontario Health partners feel well equipped, informed, and supported to drive coordinated planning to deliver high quality accessible clinical care enables by digital and virtual tools.
  • Stakeholders feel engaged, valued, informed and that their needs are being not only heard
Here is what you will be doing:
  • Devises how to effectively communicate and interact with a variety of stakeholders including senior leaders, funders, and executives.
  • Work closely with members of the teams to provide advice and support on key operational and business guidelines and best practices for the department.
  • Act as the liaison and work with the other program areas within the division as well as external organizations and stakeholders to develop, consolidate and coordinate information and meetings in response to requests and requirements.
  • Manage, analyze and consolidate dashboards/reporting for the program.
  • Strong communication and documentation skills including presentation creation and writing. Update and maintain the team and/or project site.
  • Oversight and review daily operations requirements and program administration. Support record keeping/note taking as required. Assigns actions to appropriate team members to address any issues.
  • Oversee best practices, process improvements are documented, communicated and implemented.
  • Provide assistance to program manager and team, in coordinating, planning, communicating, and executing the delivery of core program components.
  • Accountable for leading contracts, financials, budget management, reporting and programmatic analysis.
  • Works with the team to manage, and provide secretariat support, to multiple governance committees and reporting deliverables.
  • Collaborates effectively within the team and provides leadership, subject matter expertise, guidance and support to work towards a common goal and to help coach and inspire others.
  • Works with the team to create collective thought leadership for the execution of the program.
  • Accountable for execution of the results, supporting the achievement of results across the program scope.
  • Provides client service to internal teams and external stakeholders.
  • Leads change within the context of the overall program, often working with peer roles in the execution of the change.
  • Makes decisions, with the support of Director level, where results have major impact across the organization requiring sophisticated solutions and long-term correction.
Here is what you will need to be successful: Education and Experience:
  • Bachelors or Masters degree in Business, Health Studies, Public Administration or related field, or equivalent experience is required.
  • Project Management, or related professional designation as asset
  • 5 - 7 years of project and/or program management experience in the healthcare sector, managing medium to large projects/programs and progressively increasingly scale and scope of execution authority.
  • Experience working in a hybrid environment, equally comfortable working with teams online or in person.
  • Experience planning and leading large meetings.
  • Experience in the Ontario health care sector and public service, with existing positive relationships an asset.
  • In-depth knowledge and application of the Project Management LifeCycle and Software Development LifeCycle, as well as modern mode two ways of working. e.g., Agile/Scrum.
Knowledge and Skills
  • Strong analytical and problem-solving skills to evaluate opportunities for innovation with internal and external partners.
  • Strong communication skills, both orally and in writing, to communicate effectively with senior leaders, funders, and executives; communicate in a high-risk environment, discuss technical concepts, produce documents.
  • Ability to apply conceptual models to planning to product actionable execution approaches.
  • Exceptionally skilled at producing documents and supporting program materials with the Microsoft 365 suite, Microsoft Project, and other common business tools.
  • Skilled understanding how to frame information and communicate it in a high-risk environment where information sharing to demonstrate transparency and trust is closely balanced with the reputational and liability risks of not sharing the appropriate information to the right audience or at the right time.
  • Ability to maintain awareness of varying stakeholder objectives and to foster positive outcomes by actively listening, facilitating, and communicating complex content to large and diverse audiences.
  • Strong ability to work in collaborative planning, consensus building, and influence between stakeholders with diverse interests.
  • Adept at managing trade-offs and evaluating opportunities for innovation with internal and external partners.
  • Ability to identify the work required and organize, facilitate and/or perform the work with only limited guidance.
  • Ability to moderate in a manner that keeps large audiences engaged.
  • Ability to be delivery focused and passionate about achieving the program objectives with an internal sense of accountability.
  • Capacity to be aware of, control, and express ones emotions, and to handle interpersonal relationships judiciously and empathetically.
  • Ability to keep calm and rational despite high pressure.
  • Politically acuity to understand how to support and navigate with government partners.
  • Ability to make decisions where results have major impact across the organization.
