- Lead and manage a large team of staff in day-to-day operations, recruitment, training, performance management, and development.
- Develop and administer policies, procedures, and reports pertaining to the purchase, operation, maintenance, repair, safety, replacement, and disposal of District fleet vehicles.
- Develop and oversee capital and operating budgets for Fleet and Garage, and Solid Waste, analyzes and monitors financial records and forecasts cost projections.
- Work collaboratively with internal and external stakeholders to ensure effective operation and maintenance of systems and equipment to support Fleet and Garage operations, and Solid Waste operations.
- Lead and facilitates continuous improvement of operations, services, policies, and procedures.
- Develop and implement safe work procedures and policies to ensure the protection and safety of self, employees, the public and the environment.
- Responsible for acquisition, operation, maintenance and end of life disposal for all district vehicles, fire service vehicles, heavy equipment, related equipment and solid waste carts.
- Advises corporate end users on vehicle and equipment options, recommendations, purchase specifications, operation and maintenance and licencing requirements, engages with contract services and suppliers, inspects and approves custom fabrications, manages delivery arranges disposal of obsolescent and end of life equipment and vehicles.
- Develops and oversees corporate asset management plans to effectively manage fleet inventory.
- Develops and oversees corporate Fleet and equipment usage policies, procedures, and guidelines.
- Develops and submits reports and supporting documentation for capital planning, licencing, operations, and maintenance requests.
- Manages, monitors, and reports on fuel consumption for District Fleet.
- Leads and develops strategy to convert to alternate fuels to align with corporate greenhouse gas emission reduction policy.
- Attends and participates in corporate Joint Health and Safety Committee, develops accident prevention programs, participates, and prepares accident investigation reports.
- Ensures appropriate maintenance management practices are followed for all equipment and vehicles, including preventative maintenance schedules and repair work, to minimize equipment downtime and operating costs.
- Ensures regulatory compliance to National Safety Code and Districts Preventative Maintenance Operators designation.
- Lead the migration of and ensures operation of business software systems including vehicle telematics, cart location & repair, solid waste routing, customer notifications, and fleet management.
- Develops and arranges delivery of training on municipal vehicles and equipment; ensures that the Motor Vehicle Act and Commercial Vehicle Safety Standards are followed.
- Develops and delivers curbside residential collection and diversion programs including education and enforcement of bylaws.
- Develops and delivers on site commercial collection, diversion programs including education and enforcement of bylaws.
- Manages, repairs and replaces DNV owned inventory of solid waste residential carts.
- Develops and implements the Solid Waste Management Plan and Solid Waste Bylaw, including related strategies, feasibility studies and analysis.
- Reviews and adjusts residential and commercial Solid Waste fees in alignment with financial business models.
- Prepares Bylaw amendments for submission and provides support up to council adoption.
- Represents and advocates for DNV at regional and local forums and working groups, North Shore Transfer Station, Metro Vancouver and Solid Waste industry groups.
- Develops and delivers public communication programs and campaigns and provides information to residents and commercial operations on Solid Waste services.
- Manage and deliver the Solid Waste service request and complaint process. Patrolling, infraction analysis and reporting, infraction notification, complaint resolution, infraction petition screening and adjudication process support.
- Ability to supervise, manage, coach and lead a large diverse workforce, build consensus and inspire and motivate staff.
- Ability to communicate effectively and concisely with diverse internal and external stakeholders, including members of the public and adapt style accordingly.

- Knowledge of Provincial environmental regulations, waste management regulations, National Safety Code regulations, Motor Vehicle Act regulations and related legislation, and Bylaws.
- Knowledge of municipal fleet management and solid waste best practices, policies and procedures and applicable legislation.
- Knowledge of solid waste management practices and trends and applicable waste resources and technology, including curb side collection programs
- A Bachelors degree in a related field.
- Minimum of seven to ten years of relevant experience in automotive, industrial, or heavy-duty fleet management/maintenance with five years in a leadership capacity preferably within public sector.
- An equivalent combination of education, training, and experience may be considered.
- Class 5 BC Drivers License
- NAFA Certified Automotive Fleet Manager (CAFM) or equivalent is considered an asset.
- SWANA Managing Integrated Solid Waste Management Systems or equivalent is considered an asset.
- B.C. Certificate of Qualification or Red Seal in Automative, Heavy Duty, or Commercial Transport Mechanic is considered an asset.
