Position Summary:
Reporting to the Director, Financial Planning and Analysis, the Manager, Financial Planning & Analysis (FP&A) will play a key role in our financial operations. This position will oversee critical aspects of business planning, forecasting, and financial analysis to support both short-term operational needs and long-term strategic decision-making.
The role has two primary areas of focus:
- Business Planning & Budgeting: Leading the annual business planning process, including the development of the consolidated corporate business plan for EMT, Board, and Ministry of Infrastructure (MOI) review. Managing the end-to-end budget process, incorporating business unit budgets and the consolidated organizational budget, while providing relevant analysis and insights.
- Forecasting & Financial Analysis: Managing the rolling forecast process, analyzing costs and revenue performance, and delivering comprehensive reporting. This includes deep-dive expense analysis, business volume metric reporting, and financial insights that enable business units to manage spending effectively.
This position requires a mindset of continuous improvement, strong leadership, and the ability to work collaboratively with internal and external stakeholders, including business units and the MOI.
What You Will Do:
- Leadership & Team Development: Lead and mentor a team of high-performing finance professionals.
- Annual Budgeting & Business Planning: Develop and operationalize the annual budgeting process, ensuring alignment with the strategic plan.
- Forecasting & Reporting: Oversee the end-to-end quarterly 6-quarter rolling forecast process, delivering meaningful insights into results and performance drivers. Update the multi-year financial plan accordingly.
- Process & System Enhancement: Enhance planning and forecasting tools, processes, and infrastructure, including the development of a resource planning tool.
- Collaboration & Stakeholder Engagement: Work closely with internal and external stakeholders, including MOI, to meet forecasting and reporting requirements.
- Technology & System Implementation: Serve as a key contributor in the selection, design, and implementation of a budgeting, forecasting, and management reporting tool.
- Regulatory & Compliance Reporting: Lead and oversee the development of the Program Review, Renewal, and Transformation (PRRT) budget submission and Public Accounts submission.
- Approval Processes Oversight: Manage the Procurement Contract Approval Request (PCAR) and Headcount (HC) approval process.
What Were Looking For:
- Many years of progressive experience in finance, including FP&A.
- University degree in Finance, Business, or Commerce preferred
- CPA designation required.
- Strong leadership experience with the ability to mentor, motivate, and develop a high-performing team.
- Prior experience managing complex organizational planning and financial processes including enterprise-level Budgeting & Forecasting
- Advanced technical skills: with proficiency in Excel and data management tools.
- Excellent written and verbal communication skills, with experience preparing executive and board-level presentations.
- Proven ability to build strong relationships and partnerships across all levels of an organization.
