What you can expect from this position:

Reporting to the Manager, Operational Continuity and Emergency Management Programs, this position is responsible for the application of the Airports Emergency Management Program including mitigation, preparedness, response and recovery. This position will lead and support program development, auditing, and regulatory compliance while fostering innovation and strategic decision-making. Through training programs, awareness initiatives, and emergency exercise testing, you will ensure best practices, drive continuous improvement, and enhance organizational resilience in alignment with GTAAs values and behaviours.

As an Officer, Operational Continuity and Emergency Planning Programs, you will:

  • Provide leadership, coordination and support to both the GTAA and the Airport community in the development, implementation and monitoring of emergency management programs
  • Act as a subject matter expert for the Airports Emergency Management Program, including but not limited to policy, plan and process development, program administration, hazard identification, risk assessment, critical infrastructure identification, and resources management, including identification of roles and responsibilities
  • Develop and maintain recovery and/ or contingency plans, processes and procedures including the delivery of risk assessments to analyze impact, and benefits of proposed recovery and/ or contingency plans, processes, or procedures
  • Undertake and participate in research, analysis, preparation of studies, reports and recommendations in support of projects with respect to emergency prevention/ mitigation, preparedness, response and recovery as required under the direction of Manager
  • Conduct regular audits of all existing emergency management related policies, plans, processesand procedures to ensure that all documents are up to date, current and relevant according to specific department, discipline, and program or service
  • Evaluate emergency plans and recommend process improvements to improve emergency response
  • Assist in the development and identification of objectives in relation to the GTAA emergency exercise program in accordance with emergency plans, processes and procedures
  • Support emergency exercises by reviewing exercise documentation
  • Assist in the development, disseminating emergency management related exercise reports
  • Address systemic issues by utilizing the Safety Management System (SMS) process to conduct root cause analysis and implement corrective actions.Assist as required, in the preparation of training outlines, multimedia training material, manuals, job aids, protocols, bulletins and other documentation on the Airports Emergency Program and on specific elements such as equipment, life safety, site familiarization, etc.

This unionized position has an hourly wage of $44.63, based on a 37.5-hour work week. If you are the selected candidate, you must be available to commence the duties of the position once a selection decision has been made. As part of the competitive process, you will be required to complete a Microsoft Office 365 test and a written technical test.

This is the role for you, if you have:

  • Minimum of a post-secondary diploma or degree, preferably with focus on, or specialization in Emergency and/or Disaster Management
  • 3-5 years progressive experience in an operations environment
  • 1-3 years experience in Emergency and/or Disaster Management, preferably in a aviation environment setting
  • A professional certification in Emergency Management to Canadian Standards or related field would be a definite asset
  • Ontario Emergency Management certification in Basic Emergency Management (BEM), Basic Incident Management System (IMS) certification, National Incident Management System (NIMS) and Community Emergency Management Coordinator (CEMC) designations preferred
  • Hold a valid Ontario Class G Drivers license
  • Able to obtain and retain Transportation Security Clearance
  • Able to obtain a bsi ISO 9001:2015 Lead Auditor (TPECS) certification

Knowledge and skills you bring, that set-you up for success:

  • Knowledge of auditing principles and processes, with the ability to achieve or apply a Lead Auditor designation to support oversight activities
  • Demonstrated experience in developing and implementing emergency response plans, contingency plans, processes and procedures, enhanced by a strong background in research and analysis in a dynamic and challenging work environment
  • Ability to prepare effective documentation and conduct presentations in support of training programs to implement emergency response and contingency plans and procedures
  • Demonstrated understanding/experience with facilitation of hazard identification and risk assessment
  • Applied knowledge of emergency management framework and fundamentals of emergency management (Mitigation, Preparedness, Response, Recovery)
  • Understanding of either Incident Management System (IMS), Incident Control System (ICS), or National Incident Management System (NIMS)
  • Knowledge of airport operations, operational continuity plans, airport security procedures, emergency response, fire and life safety protection systems, including an awareness of the roles and responsibilities of external agencies in emergency response
  • Excellent computer skills, including Microsoft Office 365 suite with focus on database, spreadsheet, text processing and the ability to compile, assess and analyze information
  • Excellent oral and written communication skills with the ability to prepare and effectively present technical material for training programs or public speaking engagements
  • Ability to conduct investigations; gathering and recording of comprehensive, accurate information
  • Ability to support departmental training courses by responding to questions and clarifying information and requirements, and providing detailed explanations as needed
  • Demonstrated ability to listen and interpret both verbal and non-verbal messages, facilitating effective problem solving, building consensus amongst stakeholders, ensuring a win-win arrangement while promoting creative problem solving
  • Ability to clearly communicate ideas, opinions, and requirements to facilitate sound decision making and systematic thinking
