Job Summary

The Bulk Officer is responsible for managing the day-to-day distribution of empty rail equipment for bulk shippers in the US and Canada as part of CNs overall supply chain. The role engages stakeholders throughout the supply chain process to achieve a balance of order fulfillment and pipeline fluidity, with a focus on asset utilization.

Main Responsibilities

Fleet and Pipeline Management

  • Establish weekly distribution of CNs fleet to maximize order fulfillment and car velocity
  • Monitor empty and loaded pipelines to ensure network fluidity and avoid congestion in terminals
  • Engage with Field Operations and other stakeholders to regulate pipelines where necessary
  • Collaborate with the team to prioritize, manage and communicate exceptions affecting customers
  • Work with both internal and external stakeholders, and focus on full supply chain model, to clearly communicate exceptions and identify opportunities for improvement and additional contribution through cost reduction and revenue increases
  • Understand and use Key Performance Indicators (KPIs) to validate customer fleet size, forecasts, and long dwell cars on the network as well as offline follows coming to CN
  • Monitor KPIs to determine corrective actions to be taken to maximize utilization
  • Engage with the Regional team, Planners, Marketing, Network team, and Service Delivery team in order to promote productivity and optimization for private fleet cars
  • Interact on a daily basis with CN customers via phone, emails, conference calls

Customer Liaison

  • Interact with customers (e.g. shippers, unloading terminals, third parties) to set plans for movement, review forecasted demand, and address day-to-day issues
  • Cultivate positive working relationships

Score Carding and Analysis

  • Compile statistics and maintain information to build customer specific scorecards and internal supply chain reports
  • Identify areas requiring improvement
  • Share performance indicators with internal and external stakeholders

Working Conditions

The role has standard working conditions in an office environment with a modified workweek from Sunday to Thursday. Due to the nature of the role, the incumbent must be able to meet tight deadlines, handle pressure and manage stress

Requirements

Experience

Bulk Officer

  • Between 3 to 5 years of relevant railway experience

o Experience with Microsoft Excel, Word and Business Objects and Access

Education/Certification/Designation

  • High School Diploma
  • Bachelors degree*
  • Any designation for these above would be considered as an asset

Technical Skills/Knowledge

  • Basic knowledge of CN railway operations
  • Basic knowledge of CN customer base
  • Knowledge of Software Requirements Specification (SRS), Frames per Seconds (FPS) and Waybill systems
  • Basic knowledge of Real-Time Business Intelligence (RTBI) and Train Operation Planning and Control (TOPC)
