Position Overview

The Director, Technical Services, reporting to the Executive Vice President, Property Management is responsible for the strategic planning, leadership, and execution of technical services and capital improvement initiatives across the residential portfolio. This includes structural restoration, building envelope programs, HVAC upgrades, garage rehabilitation, infrastructure improvements, and other complex capital projects within occupied multi-residential communities. The role provides oversight throughout the full project lifecycle, including scope development, budgeting, procurement, consultant and contractor management, construction administration, risk mitigation, and project close-out. The Director ensures projects are delivered safely, efficiently, on schedule, and within budget while supporting operational priorities, asset preservation, and the overall resident experience.

The Director is responsible for developing and managing annual and long-term capital budgets, monitoring project financial performance, reviewing contracts and change orders, and implementing cost control and risk management strategies. Working closely with executive leadership, finance, operations, and asset management teams, the role helps establish portfolio capital priorities and ensure alignment with organizational objectives.

Essential Duties and Responsibilities

  • Lead the strategic planning, execution, and delivery of capital programs across a portfolio of occupied multi-family residential properties.
  • Provide leadership and guidance to project managers, consultants, engineers, contractors, and vendors to ensure successful project delivery.
  • Establish project governance, reporting frameworks, and performance metrics to monitor schedule, budget, quality, and operational impacts.
  • Review and approve project drawings, specifications, technical reports, procurement strategies, contracts, change orders, and project documentation.
  • Partner closely with property management, operations, finance, and executive leadership teams to align capital projects with operational priorities and resident experience objectives.
  • Develop communication and resident mitigation strategies for projects within occupied buildings to minimize disruption and maintain resident satisfaction.
  • Identify project risks, operational challenges, and cost pressures, implementing proactive mitigation and contingency strategies.
  • Oversee invoice approvals, budget controls, capital reporting, and financial accountability across all active projects.

Financial Performance and Budget Management

  • Develop and manage annual and multi-year capital budgets, forecasts, and project pipelines, ensuring accuracy and alignment with asset preservation and organizational objectives.
  • Accountable for achieving capital program financial targets including cost control, variance management, and return on capital objectives; prepare monthly expenditure reporting and variance analysis with clear action plans for executive leadership.
  • Oversee change order review and approval processes and monitor project-level financial performance throughout the lifecycle, including holdback management and final account reconciliation.
  • Ensure accurate and timely accounts payable management including purchase order compliance, invoice review, and approval workflows.
  • Collaborate with Finance and Asset Management to support long-term capital planning and reserve fund analysis; identify cost control, procurement, and value engineering opportunities to optimize capital deployment.

Health, Safety, and Compliance

  • Champion a culture of health, safety, and regulatory compliance across all capital projects and construction activities.
  • Ensure appropriate health and safety programs, documentation, permits, and contractor compliance measures are implemented prior to project commencement.
  • Provide leadership oversight to ensure contractors, consultants, and project teams adhere to all applicable safety standards and regulatory requirements.
  • Maintain current knowledge of evolving industry regulations, construction standards, and best practices to support organizational compliance and risk management.

Education, Experience, and Skills

  • 7+ years of progressive experience managing capital construction projects within multi-residential, commercial real estate, or asset management environments, including leadership responsibilities.
  • Demonstrated leadership experience managing cross-functional teams, consultants, contractors, and external stakeholders.
  • Exceptional communication, stakeholder management, negotiation, and problem-solving skills.
  • Experience with Yardi is considered an asset.
  • Post-secondary education in Construction Management, Engineering, Architecture, or a related discipline is required.
  • Professional designation such as PMP, P.Eng., CET, LEED, or equivalent is considered an asset.
