Summary
Reporting to the Director, Enterprise Projects and Facilities Management, the Senior Manager, Facilities Operations is accountable for overseeing the efficient operation of TPL’s 102 buildings, managing annual and multi-year state of good repair programs and projects, and handling all facilities contracts. This role includes responsibility for both capital and operating budgets related to facilities, ensuring the development and consistent application of standards and documentation pertinent to facilities operations.



The Senior Manager will mature and execute a comprehensive multi-year plan to address current and future building operation needs. This includes strategic planning and implementation of initiatives to optimize facility performance and sustainability.



The Senior Manager will provide expertise and work closely with many senior-level stakeholders across TPL, informing prioritization discussions and assisting with decision-making. They will offer data-driven insights about opportunities, risks, and solution options to guide these discussions and decisions.



This position demands a high degree of confidentiality, integrity, and compliance with TPL policies and procedures, ensuring that all facilities operations are conducted with the utmost respect for privacy and safety standards.

Responsibilities

Leadership and Planning

  • In partnership with key stakeholders, leads the development and execution of a comprehensive multi-year facilities plan to address current and future building operation needs.
  • Proactively adjusts annual and ten-year plans as new information becomes available and impacts are understood
  • Conducts resource planning, preparing, and maintaining an overall schedule for resource use to avoid bottlenecks and conflicting demands, and sequencing outcomes effectively.
  • Plans for the current and future needs of all buildings based on managers’ inspection reports, building condition assessments, the Facilities Master Plan, and customer needs/feedback
  • Responsible for executive engagement, communication, and reporting on the state and performance of facilities initiatives
  • Develops and leads the TPL sustainability program related to facilities elements
  • Researches new technologies and processes for continuous improvement of library facilities.
  • Participates actively in ongoing learning in areas of responsibility, including team leadership, sustainability, and accessibility.

Project Execution

  • Oversees the execution of SOGR programs, including HVAC, roofing, grounds maintenance, AODA compliance, asbestos management, fire safety and other related areas
  • Ensures facilities service provided to branches meets and exceeds expectations
  • Supports managers in investigating building deficiencies and areas of weakness by making recommendations on potential solutions and adjusting project and portfolio plans accordingly
  • Maintains property condition assessments for owned/leased facilities, totaling 1.8 million square feet
  • Provides oversight and coordination of dependencies across the projects and programs in the portfolio, resolving or escalating conflicts as required
  • Manages the capital SOGR and facilities operations budgets, forecasts, and actual spend according to a rolling two-year plan
  • Develops and ensures the consistent application of standards and documentation related to facilities work in branches, including notice of work, how work is carried out, communication about progress and issues, and steps at work completion
  • Creates and maintains easily accessible and up-to-date information about projects and programs for use by all stakeholders
  • Oversees the management of all facilities contracts
  • Ensures vendor service and performance meet or exceed expectations

People Leadership

  • Manages and supports four (4) Facilities Managers and their teams to ensure proper operations, maintenance, and safety of 102 buildings and associated equipment
  • Provides full scope of leadership responsibilities to a team of function-specific resources, including recruitment, performance management and coaching, and support for, leadership and training opportunities


Qualifications

  • Degree or Professional designation in Building Science, Engineering or Architecture
  • Minimum of 10 (ten) years’ experience in facilities management and building operations in a multi-site environment.
  • Minimum of 10 (ten) years’ management and people leadership experience, including a proven ability to lead, coach, facilitate and manage productive teams and relationships to achieve results
  • Demonstrated ability to manage multiple activities/projects simultaneously, work independently, assess priorities to meet deadlines and attention to detail.
  • High level of knowledge of building operation, structure, engineering system, architectural features, equipment function, building codes and regulations for public buildings.
  • Demonstrated strong interpersonal, influencing, and communications (written and verbal) skills to effectively interact at all levels of the organization
  • Well-developed project management skills, including the ability to handle multiple tasks concurrently, project team management skills and the ability to meet deadlines
  • Demonstrated ability to provide efficient, responsive and innovative service to clients using a highly developed capacity for service planning, problem solving, results orientation and creativity.
  • Understanding of the Ontario Occupational Health & Safety Act, AODA, and legislation relevant to library operations.
