Health & Safety Manager – Logistics

Location: Halifax, Nova Scotia

Reports To: Site Manager

Position Overview

The Health and Safety Manager is responsible for leading, implementing, and continuously improving all aspects of occupational health and safety at the site level within a national 3PL organization operating in Nova Scotia. This role ensures full compliance with the Occupational Health and Safety Act (OHSA) and its associated regulations while driving a strong, proactive safety culture across a fast‑paced, labor‑intensive warehouse environment.

The role is hands‑on and highly integrated with operations, requiring regular floor presence and collaboration with site leadership, supervisors, employees, and corporate safety teams.

Key Responsibilities

Safety Leadership & Due Diligence (Ontario Focus)

  • Provide site leadership and oversight of the health and safety management system to ensure due diligence under OHSA
  • Coach managers and supervisors on their legal roles and responsibilities as “supervisors” under the Act
  • Promote a consistent, visible “safety first” culture across all shifts and departments
  • Support the Site General Manager in fulfilling employer obligations under OHSA

Legislative & Regulatory Compliance

  • Ensure compliance with the Occupational Health and Safety Act and applicable regulations, including but not limited to:
  • Industrial Establishments Regulations
  • Workplace Hazardous Materials Information System (WHMIS)
  • Regulation for Industrial Establishments (Material handling, guarding, storage, lighting, etc.)
  • Ensure required Ministry postings, policies, and programs are current and accessible
  • Act as the primary site contact during Ministry of Labour, Immigration, Training and Skills Development inspections
  • Manage regulatory orders, ensure timely corrective action, and communicate compliance status to leadership

Incident Management & WCB Administration

  • Lead investigations into workplace injuries, near misses, and hazardous occurrences
  • Conduct root‑cause analysis and ensure corrective and preventive actions are implemented and sustained
  • Manage all Workplace Injury reporting, claims administration, and documentation
  • Partner with HR on return‑to‑work and accommodation programs
  • Track and analyze injury statistics to reduce lost‑time and recordable incidents

Joint Health and Safety Committee (JHSC)

  • Support, coordinate, and participate in the site Joint Health and Safety Committee, as required under OHSA
  • Ensure compliance with JHSC requirements including:
  • Certified members (Part 1 and Part 2)
  • Monthly inspections and meetings
  • Timely response to written recommendations
  • Provide ongoing guidance to worker and management representatives

Training & Competency Management

  • Develop, deliver, and track required safety training programs, including:
  • New hire safety orientation
  • WHMIS
  • Powered industrial truck (forklift) training
  • Lockout/tagout
  • Working at heights (if applicable)
  • Ensure supervisors conduct regular safety talks and task‑specific training
  • Maintain accurate training records and competency matrices

Audits, Inspections & Continuous Improvement

  • Conduct regular workplace inspections and hazard assessments across the operation
  • Monitor and report on site safety KPIs including:
  • Lost‑Time Injury Frequency Rate (LTIFR)
  • Medical Aid and First Aid incidents
  • Near‑miss reporting
  • Corrective action closure rates
  • Lead continuous improvement initiatives to reduce risk and improve compliance
  • Share best practices with corporate safety and peer Ontario sites

Operational & Change Support

  • Partner with Operations, HR, Maintenance, Engineering, and Project teams to ensure safety is embedded in:
  • New client launches and site expansions
  • Process changes and equipment installations
  • Peak season planning and labor ramp‑ups
  • Review layout changes, racking, and material flow for safety compliance

Required Skills & Qualifications

Education & Experience

  • Post‑secondary education in Occupational Health & Safety, Environmental Health, Engineering, or a related discipline
  • Minimum 5 years of health and safety experience in warehousing, logistics, manufacturing, or 3PL environments
  • Proven experience supporting large hourly workforces in Ontario
  • CRSP or CHSC designation strongly preferred (or working toward certification)

Technical & Professional Skills

  • Strong working knowledge of Ontario OHSA and MOL inspection processes
  • Hands‑on experience managing WSIB claims and return‑to‑work programs
  • Proven experience leading incident investigations and corrective action programs
  • Ability to interpret legislation and convert requirements into practical operational controls
  • Strong reporting and data analysis skills related to safety metrics

Leadership & Communication

  • Strong influencing and coaching skills; ability to challenge unsafe practices constructively
  • Effective communicator with frontline employees, supervisors, and senior leaders
  • Confident trainer and facilitator for safety programs
  • Well‑organized with strong attention to detail and follow‑through

Base Salary: $85-90,000/year

Bonus: Up to 10%

Health Benefits: Effective as of hire date
