Reporting to the Manager of Provincial Parks, the purpose of the Operations Assistant Manager is to provide leadership and management in the areas of operations and human resources of the PEI Provincial Parks system while ensuring execution of capital strategies and budget. This includes the Day-Use Parks and Campgrounds, Provincial Lifeguard Service, Mark Arendz Provincial Ski Park and Confederation Trail.

Duties will include:

  • Leadership of Regional Park Supervisors, Operational and Maintenance Leads and crews, and Program Coordinators to ensure the standards and operating principals of PEI Provincial Parks is upheld;
  • Organizing onboarding and orientation sessions for all staff in advance of each operational season;
  • Ensuring an operating schedule is created and maintained for all Park locations;
  • Overseeing development and delivery of programming at all PEI Provincial Parks ensuring effective use of park assets, equipment, staffing and resources;
  • Investigating and resolving customer complaints;
  • Analyzing jurisdictional scans and researching best practices of other provincial parks across Canada;
  • Representing Tourism PEI on the Canadian Parks Council and other regional/national organizations;
  • Identifying, researching and implementing new revenue generating opportunities;
  • Supporting staff with Aspira, the campground visitor booking system, to ensure accuracy and visitor satisfaction;
  • Ensuring Park operations are in adherence with the Tourism PEI Act, Tourism Industry Act and Regulations, Recreation Development Act, Trails Act, and the National Park Act;
  • Ensuring security of revenues and Park inventory;
  • Supporting the development and execution of festivals and special events;
  • Assisting with recruitment, training and monitoring of community volunteers for the Trail Watch Program;
  • Ensuring NAPA guidelines and other Provincial/Federal regulations are adhered to as part of trail maintenance and development;
  • Maintaining a safe and healthy work environment by establishing and enforcing relevant standards (HR policies, OHS policies, etc.), and ensuring compliance with all guidelines and standard operating procedures;
  • Completing employee performance appraisals;
  • Working with HR to create job descriptions, screen applications and conduct interviews;
  • Planning development strategies for capital projects and facility/equipment upgrades;
  • Monitoring budgets and operational supply needs;
  • Liaising with contractors and consultants on all projects including the preparation of RFP documents, contracts, scheduling and project planning;
  • Supporting the development and delivery of the PEI Provincial Parks Strategy and leading various initiatives within the Strategy; and
  • Other duties as required.

Minimum Qualifications:

  • University Degree in Business, Tourism Hospitality, Recreation and Leisure, or related field;
  • Considerable experience supervising staff;
  • Considerable experience in operations of revenue generating assets/facilities;
  • Considerable experience managing budgets;
  • Experience in program planning and development;
  • Demonstrated equivalencies will be considered.
  • Proven ability to develop strong working relations with internal employees and the public;
  • Knowledge of the PEI Tourism industry and PEI Provincial Parks;
  • Strong organization and time management skills;
  • Strong oral and written skills and valid drivers’ licence

Other Qualifications:

  • Experience working with, and interpretation of provincial acts, regulations and policies;
  • nowledge of the Confederation Trail and other Island Destination Trails and knowledge of the National Lifesaving Society Guidelines/Regulations and lifeguarding duties in general would be considered an asset; and
  • Promotional and marketing skills.

Preference will be given to UPSE Civil Employees as per the UPSE Civil Collective Agreement.
