- Implements detailed plans and recommends policies/procedures regarding program specific requirements.
- Supervises, motivates and trains assigned staff, ensuring effective teamwork, high standards of work quality and organizational performance, continuous learning and encourages innovation in others.
- Supervises the day to day operation of all assigned staff including scheduling, establishing priorities in assigning and reviewing of work. Authorizes and coordinates vacation and overtime requests. Monitors and evaluates staff performance, approves salary increments, hears grievances and issues/recommends disciplinary action when necessary.
- Ensures staffing requirements meet Division objectives therefore recommends hiring, laying off and arranges for replacement staff due to selection process. Participates in the hiring process of new staff including developing assessment criteria and process.
- Analyze financial data i.e. variance reports, makes recommendations to the manager and administers assigned budget, ensuring that expenditures are controlled and maintained within approved budget limitations.
- Plans and schedules collection operations throughout the City of Toronto.
- Ensures efficiency in aspects of collection operations, including utilizing new and existing computerized routing systems and analyzing data from productivity model.
- Reviews performance and compliance with contracted services staff.
- Liaisons with Fleet, evaluating and making recommendations on equipment procurement requirements and maintenance of all equipment.
- Liaisons with Facilities to ensure standards are maintained/comply and upkeep of real estate assets.
- Develops and assists the manager in effective planning, implementation and delivery of services, including winter maintenance activities (e.g. ploughing, salting & snow removal).
- Develops and assists the manager with effective planning implementation of long range plans.
- Develops and assists in the development of appropriate health and safety policies, as well as the review and investigation of all accidents involving staff or equipment; ensuring corrective actions/procedures are implemented.
- Participates in management change initiatives and the creation of a workplace that supports and is conducive to a high level of performance.
- Develops/implements and assesses new procedures/programs to increase staff effectiveness, e.g., equipment and products. Responsible for effective maintenance and replacement of fleet.
- Responds to internal/external complaints; ensuring quality customer service by making recommendations to resolve issues and implementing actions to correct unsatisfactory performance and/or other situations.
- Conducts on-site inspections as necessary.
- Liaises with other areas regarding project operations and/or exchange of information.
- Provides staff with safe and healthy work environment through the development/implementation of health and safety policies and accident investigations.
- Liaises with WSIB consultants and supervisors to manage workplace injuries, costs and effective return to work programs.
- Liaises with Corporate Labour Relations staff in preparation of grievances or arbitration cases and recommends course of action and/or negotiates a settlement.
- Develops and recommends strategies to ensure co-ordination of services, with other divisions that have common service function to provide for public safety.
- Accountable for ensuring all ranges of service levels to stakeholders are met.
- Ensure appropriate action is taken to contain environmental issues i.e. Oil spills, equipment fires, to contain and minimize potential devastation and environmental impact through implementation of Ministry of Environment directions and following established procedures.
- Knowledge of City Bylaw pertaining to waste collection and street allowance and liaison with MLS.
- Communicates to manager any potential situations of media attention; makes recommendation on course of action.
- Assist other City divisions in priority work, organizing and planning of work ie, cadaver collection.
- Liaises with appropriate staff during encampment clean ups of the unhoused
- Extensive management experience gained through progressively responsible positions managing operational units.
- Experience supervising in an operations environment, including management of personnel, contracted services, and in the overall implementation and delivery of services. Supervisory experience in a unionized environment considered an asset.
- Experience administering assigned budget, ensuring expenditures are controlled and maintained within approved budget limitations.
- Experience as a project leader; identifying needs and initiating, coordinating and managing implementation of solutions.
- Knowledge of the Solid Waste Managements Fleet, its operation, maintenance and procurement process.
- Knowledge and application of the Occupational Health and Safety Act and Regulations, the Human Rights Code, the Collective Agreements and related Labour legislation.
- Knowledgeable in the use of a computer and software programs pertinent to the job i.e. Microsoft Office.
- Ability to initiate and implement procedures and measures to increase operational efficiency.
- Ability to motivate, coordinate and lead staff.
- Highly developed problem solving and interpersonal skills, sound judgement and excellent communication skills.
- Must possess a current valid Ontario Class "G" Drivers License or better and the ability to obtain City drivers permit.
- Must work nights and some weekends.
