The Transportation Services department is responsible for providing a holistic transportation hub focused on addressing the planning, implementation, operations and delivery of all modes of transportation in the City of Ottawa, including safe, reliable and courteous transit services and excellence in customer service delivery to 100 million transit customers per year, by means of conventional bus, para transit and rail operations.
You are responsible for coordination of ongoing contract services, serving as a subject matter expert for the assigned contracts. You: monitor ongoing delivery of third-party contracted services, through analysis and in-person service reviews; maintain overall service standards; manage, in conjunction with the City’s Purchasing Section, tenders for contracted services; support internal and external communications related to third-party contracts; contribute to ongoing program improvement; assist with oversight of financial resources and program budget; provide oversight for existing technology usage and make suggestions for capital projects that would serve to enhance/improve service; and participate in departmental projects and initiatives related to service improvement and expansion, as assigned.
EDUCATION AND EXPERIENCE
Completion of 4 year university degree in Commerce, Business Administration, or a related field.
Minimum of 5 years of relevant and progressively responsible experience in a public transportation environment, with a minimum of 3 years in a senior analyst capacity.
Experience in providing transportation for persons with disabilities is an asset
KNOWLEDGE- Knowledge of the issues/principles involved in the provision of public transit in Ottawa
- Possess an understanding of how various transit operating processes and customer/vehicle data collection systems/processes impact transit planning, transit operations, and transit revenue
- Possess an understanding of asset acquisition/lifecycle management of major transit assets, programs and processes (e.g. IT infrastructure/systems, automated systems, messaging/communications systems, lifecycle planning, transitway systems/station improvements, etc.) and how these impact transit planning, operations, and revenue
- Process for developing Request for Qualifications & Requests for Proposals, including acceptance, review and selection of consultants
- Contract management and oversight of consultants
- Protocols for developing submissions, briefings, major reports
- Processes for preparing project and division budgets
- Must possess the training, experience and knowledge to organize the work and its performance
- Must be familiar with all applicable health and safety legislation, have knowledge of any potential or actual danger to health or safety in the work place, and have knowledge of appropriate actions to be taken in order to ensure the health and safety of staff in accordance with applicable legislation and city policies and procedures.
- Proven ability to work independently, with minimum supervision, and collaboratively with all staff as part of a team
- Able to lead, coach, support, train and motivate staff, integrate the work of external consultants, coordinate/assign work to others, and to manage work quality, scheduling and completion
- Possess organizational skills and flexibility to plan, initiate, organize and prioritize own work and that of others, and to deal effectively with multiple demands, conflicting priorities, pressures and deadlines
- Able to think and plan strategically
- Possess strong research, analytical, and problem solving skills
- Able to manage concurrent complex, multi-million dollar (often highly sensitive) Contracts and bring the projects to completion according to schedule and within budget
- Able to manage activities of technical and other staff, and consultants, and to coordinate activities with others
- Able to prepare RFQ’s and RFP’s, and to review, analyze and recommend acceptance of proposals from consultants
- Able to deal with sensitive and/or confidential work situations
- Able to work collaboratively, and influence others to bring conflicting points of view to consensus
- Extensive knowledge of computer statistical systems, ability to write computer program and database Standard Query Language (SQL) queries and forecast trends analysis
- Extensive knowledge of scheduling systems
- Financial management practices and budget processes
- Communicate effectively with persons with disabilities
- Skilled in the use of complex, advanced computer applications
- Possess excellent interpersonal, communication, and report writing skills
- Possess presentation skills to present information to internal/external audiences
- Have experience with operational computer systems, spreadsheets and Standard Query Language (SQL) report writing software, radio communications systems, contract development management and dealing with the public at a senior level

- Creativity is required when identifying and developing solutions to service problems and when recommending policies and/or procedural changes
